Needs a change in management!.
The quality of the food is above normal and if it wasn't for the host's attitude, level of service, and lack of air conditioning I would have rated this place with 5 stars.
My recommendations for Harpers:
Get a friendly professional host/ greeter, turn the air conditioning on!, get a few more servers so that they can actually attend to their tables & pat your chef on the back for creating the only thing that keeps you from going out of business.
Excellent Food, Decor and Service. This is one of the best meals I have had in L.A. The pasta was just fantastic. My father had the white fish which was cooked to perfection. The wine was also chosen well by our waiter who did an impeccable job of serving us. We also tried the Panna Cotta, our first time trying this desert...we loved it! So tasty and not too sweet. Do yourself a favor and get over to Harper's for a fantastic experience!
Good Italian for a food court!. The mall has a very nice food court, and Harper's Express is a fairly high-end Italian bistro, considering. My penne arrabiata was flavorful and prepared in short order.
GREAT SERVICE & FOOD. Really enjoy this restaurant. Great pastas, pizza and appetizers. Good service. Avoid seating in the inside booths on a hot day, your clothes literally stick to you. The booth cushions must be made of plastic. Makes it very uncomfortable especially if you are drinking red wine as well.
Incredible Food and Service. Harper's is the first restaurant of many to inspire me to write a review. The service at Harper's was so good it was almost scary. The servers knew how to balance being attentive with letting us alone to enjoy our date just masterfully. It seemed as though whenever we needed something, a server would pop up at just the right time. Our appetizer came almost instantaneously, and we only waited about 15 minutes for our entrees. The food was on par with the service. I had literally the best piece of salmon I have EVER had in my life, and I have had a LOT of Salmon. HIGHLY recommended. My date agreed that it was simply amazing. As for the ambience, on a Friday night at 8:30 it was very nice, with a New York vibe, elegant yet relaxed and low key at the same time, and with GREAT lighting.
Not Worth it for the Price. Since this restaurant is in a mall, expect high prices for average food. Service for a Saturday night dinner was shoddy. The host who seated us left to get us menus and never came back. We had to ask several times for water. Considering how much I paid for a plate of pasta, I expected a waiter to at least offer me some parmesan cheese--no such luck. We ordered a slice of carrot cake to go and were given cheesecake instead. Disappointing for such an upscale place.

Dimly lit with tabletop candles, subtle sconces and natural light, this pre-movie date destination features intimate dark wood tables set with white linens. It's latte-colored walls are lined with framed Broadway playbills. House specialties include tuna-stuffed roasted peppers, sauteed black mussels, flat-crust pizzas and fusilli pasta with smoked salmon and cream.
